Firearms losses by police shocking

British journalist Fergal Kean's chilling documentary on SA, No More
Mandelas, screened on BBC's Panorama on February 11, included an
interview with a township gang who said they could get guns in "a
split second".

Tough legislation introduced by the police in July 2004 requires all
firearm owners to re-register their weapons and submit to background
checking, inspection of an owner's premises etc.

This has been a slow and fairly expensive procedure for legal
owners, many of whom claim the process is intended to disarm them.
The SA Central Firearm Registry says there are up to three million
legal owners. Who knows how many illegal weapons are on the streets?
The only reliable statistic is that the SAPS say the vast majority
of gun crime is performed with illegal weapons. But who will guard
the watchdogs?

According to a reply by Safety and Security Minister Charles Nqakula
to a DA question in Parliament, the number of firearms lost by
police officers or stolen from them increased almost five times
since 2004.

During 2006/2007 a total of 3 856 were lost, stolen or unaccounted
for. Some 134 were recovered.

The SAPS have also not secured return of 439 firearms from ex-police
members who have left the service.

The worst municipal offenders are Johannesburg, Ekurhuleni and
eThekwini, with 981 firearms being lost or stolen between them in
the past three years.
