Cheap and instant is not the answer

The South African Police Service is casually searching for a
more effective means of policing, while the criminal population
increases and crime seems to go unchecked. For the most part
this has been limited to various instant solutions, pie-in-the-
sky programmes with interesting Zulu names, and very little
result. There never seems to be an evaluation element attached
to these endeavours, for obvious reasons.

In 1992, an international police training committee was
established by the Minister of Law and Order to investigate and
recommend changes to the then current process of training South
African police officers. After two years, the committee produced
a blueprint for a more effective police service which was
submitted to the Minister of Safety and Security, Sidney
Mufamadi. The document was bound and lettered in gold, and
apparently placed somewhere in the political archives, to remain
in limbo.

The problem was that the recommendations would take some years
to accomplish and did not have the appeal of an instant
political solution. Not only that, but very little money was
spent on this committee.
